This 1.3-mile greenway along the Willamette River improves wildlife habitat and provides bike and pedestrian connectivity to downtown Portland. The improvements were constructed in two phases utilizing a CM/GC contracting method.

Phase 1, in partnership with TriMet and the Portland Development Commission (PDC), restored the riverbank to a more natural vegetated condition and installed a shallow water refuge for juvenile salmon. Because the entire site is composed of landfill from former industrial activities, construction was conducted under the close observation of and collaboration with the Oregon Department of Environmental Quality, Oregon Division of State Lands, the U.S. Army Corps of Engineers, and the National Marine Fisheries Services.

Phase 2, added urban park amenities such as river overlooks, bike and pedestrian pathways, lighting, seating, and vegetation.
 
For both phases, MacKay Sposito’s scope included construction management and inspection, coordination with a large team including multiple City bureaus and the PDC, ensuring compliance with joint permitting requirements (such as the in-water work window and turbidity monitoring) and the contaminated media management plan, assistance with community outreach, material quantity tracking, inspection reports, budget summaries, CPM schedule reviews, contractor pay request reviews, project documentation oversight, and change order management.
