MacKay Sposito was hired by the Port of Camas-Washougal (Port) to develop a master plan for the Steigerwald Commerce Center in Washougal, Washington. The site is approximately 127 acres and is uniquely situated just north of a dike separating the property from the Columbia River. The site is also adjacent to Steigerwald Lake National
Wildlife Refuge. The location provided challenges for master plan design, requiring an innovative approach to development of the property.

The Steigerwald Commerce Center will include land for an array of potential development, including heavy industrial, light industrial, manufacturing, warehouse, business/office, and technology. A number of the potential development sites will be provided with rail access. A significant green space will protect sensitive lands and create a smooth transition to the Wildlife Refuge. Heavy landscape screening is proposed adjacent to the dike, which has a pedestrian trail running along its length of the Wildlife Refuge. MacKay Sposito and the Port also coordinated with the US Fish and Wildlife Service (the owners of the Wildlife Refuge) to discuss the feasibility of constructing a road through their property in the least-impactful location.

MacKay Sposito generated the preferred master plan concept, a development standards document, and a preliminary cost estimate. MacKay Sposito also presented the project at three public open houses and numerous Port Commission meetings.
