The upgrade at the Celilo DC Converter Station consisted of the complete furnishing of a new ±560kV bi-polar converter station rated at 3,800 MW. The converter station integrates seamlessly with the Sylmar Converter Station.
 
The project featured demolition and removal of nearly all equipment from the existing Celilo converters 1 and 2, construction of the new ±560kV bi-polar converter station (including the necessary communication interface equipment and 500kV AC substation), testing and commissioning of the equipment, and civil work such as tower and equipment foundations, yard grading, road, and walkways.
 
A tight construction schedule coupled with a congested site made the project extra challenging.
 
MacKay Sposito’s construction management team monitored and inspected the project to ensure the contractor’s compliance with the plans and specifications. Our diverse onsite inspection team consisted of experienced Quality Assurance Representatives (QARs) who specialized in electrical or civil construction. Additionally, the Engineer-Procure-Construct contract presented challenges, but our QARs were crucial in monitoring quality and safety.
