These conditions made the oversight of traffic control and coordination with Park Service staff crucial to success. The construction contractor completed work using a variety of crew and equipment configurations, requiring keen
attention to workmanship to ensure it met specifications. Additionally, the work spanned varying weather conditions from burn bans to wet weather protocols.
